500 Years of River Management at Dovecliff Weir

CFA has published 500 Years of River Management of the Dove Valley, along the Border of Derbyshire and Staffordshire, by Kristina Krawiec, Andrew Howard, Steve Allen, Rob Howard, Jack Litchfield, David Smith, Tom Hill, Stacey Adams, Harry Francis & Carley Noga in Volume 25 of the Journal of Wetland Archaeology.

River restoration, and the removal of physical barriers such as weirs, plays an essential role in floodplain management. By facilitating a return to more natural river processes, restoration projects can improve water flow, enhance biodiversity, and allow for the passage of fish and other flora and fauna.


One such project was undertaken at Dovecliff Weir on the River Dove near Egginton, Derbyshire. Designed to improve biodiversity and fish passage, the removal of the weir also provided a rare opportunity to investigate centuries of river management practices preserved beneath and beyond the visible remains of the structure.


Archaeological investigations of the weir, known to date from at least 1781, included the recording of the standing structure and the archaeological monitoring of groundworks during its removal. To facilitate these works, the river was temporarily diverted through a bypass channel, allowing access to the weir's foundations.


Excitingly, a large number of timbers were exposed within the bypass channel, while a further timber structure was uncovered beneath the modern concrete weir. Archaeological investigations revealed that this earlier weir dated to the Middle Ages and was far more extensive than the final twentieth-century structure. A programme of historic research, laser scanning, photogrammetry, hand excavation, palaeoenvironmental sampling, and scientific dating was subsequently undertaken by CFA Archaeology and York Archaeology to better understand the site's long and complex history.

Historical Background


The earliest documentary evidence for a weir at Dovecliff comes from a legal case dating to AD 1301 between a knight and the abbot of Burton Abbey, the foremost religious house in Staffordshire. The knight issued a series of quitclaims (formal renunciations of a legal right or claim) to a 'weir upon the Dove'. This likely represented either the donation of the weir to the Abbey or the withdrawal of an earlier claim to ownership, thereby relinquishing responsibility for its maintenance and any associated flooding.


At this time, the weir supplied water to a millstream leading to a corn mill at Dove Cliff, which was also owned by Burton Abbey. The mill would later be referenced in a royal writ of 1342 as Clivemulne, a derivation of 'Cliff Mill', and continued to operate as a water-powered corn mill into the seventeenth century.


During the eighteenth and nineteenth centuries, the mill underwent several transformations. Following a period of disuse, it was converted into a blade mill incorporating iron works and forges. By 1851, the business was described as a flourishing manufactory, the success of which depended upon the continued management of the River Dove through Dovecliff Weir. The weir generated the power required to drive the mill's waterwheel, forge machinery, and, previously, its corn-grinding stones.


Historical records from this period also document concerns regarding the weir's impact on river ecology, including its effects on fish passage and the migration of salmon. The forge was eventually closed in the early twentieth century and the mill was once again adapted, this time for grinding flint used in ceramic production, before finally being demolished in 1963.


Archaeological Investigations

Four archaeological trenches were excavated along the banks of the bypass channel, while areas that could not be safely accessed were recorded using laser scanning technology.


These investigations revealed an earlier timber structure, with radiocarbon dates ranging from AD 1296–1409. These timbers are thought to represent the earliest surviving remains of the medieval weir which regulated water flow into the millstream serving the corn mill.


Dendrochronological dating of upright timbers within the main weir structure identified trees felled between AD 1525 and 1550, representing the earliest surviving phase of construction. Additional timbers dating from AD 1540–1615 indicate that the structure underwent repairs and alterations throughout its lifetime.


South of the bypass channel, archaeological monitoring was undertaken during the removal of the concrete cap of the modern weir within the active course of the River Dove. Here, archaeologists recorded the remains of a post-medieval timber weir comprising upright timber piles supporting horizontal facing planks. Scientific dating demonstrated that some timbers originated from the mid-sixteenth century, while others dated from between AD 1670 and 1715, again reflecting episodes of repair and rebuilding.


One particularly intriguing timber beneath the modern weir was dated to AD 1529 and may have been reused from the earlier medieval structure excavated within the bypass channel, demonstrating the continued adaptation and reuse of materials over several centuries.


Medieval and Early Post-Medieval River Management


The investigations at Dovecliff Weir have demonstrated that, even within a dynamic and continually changing river environment, significant archaeological remains relating to earlier phases of water management can survive.

Documentary evidence, radiocarbon dating, and dendrochronological analysis collectively indicate that the flow of the River Dove was actively managed from at least the medieval period through to the late eighteenth century. The earliest surviving timbers suggest that medieval remains dating from between AD 1296 and 1409 are preserved at the site, while the principal phase of surviving construction dates to the second quarter of the sixteenth century.


This sixteenth-century weir was characterised by a relatively simple construction technique comprising timber posts packed with brushwood. Archaeological evidence suggests that it was considerably larger than its later successor, extending to approximately 120 metres in length. Its scale indicates that the main channel of the River Dove was historically much wider than its present course and highlights the significant engineering undertaken to harness and control the river's flow.


Successive repairs and alterations demonstrate that the weir remained an actively managed feature of the landscape for centuries, adapting to changing industrial requirements while continuing to perform its vital role in powering the mill at Dovecliff.

Conclusion


The archaeological investigations undertaken as part of the Dovecliff Weir river restoration project have provided a rare opportunity to record an in-channel structure under archaeological conditions during a managed programme of weir removal.


The resulting evidence has demonstrated that the original medieval weir was considerably more extensive than the surviving twentieth-century structure and has revealed more than 500 years of active river management along the River Dove. Importantly, the project highlights the value of combining detailed historical research, archaeological investigation, and scientific dating techniques when managing historic watercourses.

Dovecliff Weir also serves as an important reminder that earlier archaeological remains may survive well beyond the visible footprint of historic structures. By anticipating their survival and incorporating archaeological investigations into environmental improvement projects, it is possible not only to restore our natural landscapes but also to preserve and better understand the stories they continue to tell.
